All the Private and Aided Schools (other than Government Schools and Schools under the Central Government) may collect admission fees without any hike of fees for the session, however, collection of monthly School fee is restricted, said an order issued by T Ranjit Commissioner, Educations (S). Fees can be collected up to March 2020 however if some schools collected fees upto July 2020 it should be adjusted with subsequent months he said.

Schools with up to 700 students may pay only 50 per cent salary to staff for the lockdown period up to July and the schools with more than 700 students should pay full salary to all staff, it was ordered. All Schools shall ensure that some Teaching-Learning process in conducted by the schools. All the concerned school managements shall ensure that the order is fully complied with.

In the event of non-compliance by any school authority, the same may be reported to the Department through email address manipureducation@gmail.com along with details and proof, it was added. The Education Department issued orders regularly and the school authorities were given repeated reminders to give their opinion in a prescribed format. A representation was received on 29-05-2020 from the Convener of the United Association of Recognised Schools of Manipur (UARSoM) with a request to allow the Private Schools to furnish the desired information after the present Coronavirus crisis was over or at least after the Quarantine Centres set up in the Schools were closed down and sanitized.

The School Authorities cannot go inside the Schools to take out the relevant information and documents, it was stated. The date for submission of details were extended and State Education Department assured to provide maximum co-operation with all concerned authorities to enable the School Authorities to access the records. Despite the assurance, none of the Private Schools had approached the Education Department for any assistance.

Rather, the above Association submitted a subsequent representation dated 06-06-2020, requesting again to review the time frame (dateline) for furnishing of the information, which was rejected. The order said it is regretted to state that over 800 schools of around 1200 schools have willfully not submitted the information to the Government, thereby defying Government's directions/instructions. A series of meetings had been held with various stakeholders, including those of Private Schools at the level of the Minister Education, and the matter had been appropriately brought to the knowledge of the Government. After considering all matters the decision on admission and fees were taken, it was added.
