DCE rejects petition to only hire those with UGC prescribed qualification as guest lecturers

The Directorate of Collegiate Education has said that the appointment of only UGC prescribed qualification holders as guest lecturers is a temporary measure. The Directorate rejected the request made by the Tamil Nadu All Government Colleges UGC Qualified Guest Lecturers Association, seeking appointment of only UGC prescribed qualification holders as guest lectures. 

Based on a recent Madras High Court order, the Vice-Chancellors of the State universities directed affiliated colleges to appoint as teachers only those having UGC-prescribed qualification, ie., PhD, NET or SLET. It was in this backdrop that the Tamil Nadu All Government Colleges UGC Qualified Guest Lecturers Association placed its request before the directorate.

Meanwhile, in a petition to the Chief Minister's Special Cell, the Association's president V Thangaraj had said that in government colleges, people without the requisite UGC qualification were being appointed as guest lecturers, along with those fitting the bill, leading to deserving candidates losing out on job opportunities.

However, the directorate rejected his request, replying that the government order was issued for appointing guest lecturers to vacant posts in government colleges. A selection committee appointed by college principals made the appointments in accordance with the guidelines prescribed by the government order; such appointments were purely temporary, it said.

However, reacting to the development, Thangaraj said that the directorate has been following the G.O. since 2009. When private colleges are asked to follow the High Court order, why cannot the same be applied to guest lecturers in government colleges? he asked.

Meanwhile, he insisted that guest lecturers, currently drawing Rs 15,000 per month, should be paid Rs 50,000 per month as per the UGC's recent order.
