The Tamil Nadu government has begun the process of granting autonomous status to 10 government arts and science colleges this academic year, with a larger target of bringing 30 government colleges under autonomous status over the next five years.
The move gives government colleges greater academic flexibility, including more scope to design courses and revise curricula in line with changing academic and employment requirement.
Under the University Grants Commission's regulations, autonomous colleges have greater academic and administrative flexibility while remaining affiliated to their parent university. They can design and revise courses, frame their own syllabi, conduct examinations and declare results, subject to the applicable UGC regulations.
The UGC currently lists several Tamil Nadu government arts colleges that have already received autonomous status. These include Government Arts College, Karur, under Bharathidasan University, and Muthurangam Government Arts College, Vellore, under Thiruvalluvar University.
The move follows as Tamil Nadu's government colleges continue to operate largely within university-affiliation structures. Granting autonomous status is expected to give eligible institutions greater control over academic decisions and allow them to respond more quickly to changes in higher education.
The process also requires colleges to meet UGC conditions relating to academic quality and institutional standards. The UGC's autonomous-college framework provides for autonomous status to be granted for specified periods, subject to the prescribed regulations.
The state government's plan will therefore involve identifying eligible colleges, completing the required processes and moving them towards autonomous status in phases, with 10 colleges being taken up in the current academic year and the remaining institutions targeted over the following four years.
