A day after the Tamil Nadu government snubbed the Governor by using its executive powers to issue a GO implementing 7.5 NEET quota for government school students, the Governor gave his assent to the Bill. The Governor Banwarilal Purohit had told DMK President MK Stalin on October 23 that he would need three to four weeks to give his assent to the unanimously passed Bill to implement the quota this academic year. 

In a press release issued by the Raj Bhavan, it was announced that the Governor had given his assent to the Bill title 'Tamil Nadu Admission to Undergraduate Courses in Medicine, Dentistry, Indian medicine and Homeopathy on preferential basis to the students of Government Schools Bill 2020'. Presumably to explain the delay in assent, the Governor said that he had received legal opinion of the Solicitor General of India through a letter dated September 29 and that the opinion was only received yesterday. "As soon as the opinion was received, the Governor gave assent to the Bill," the release said. 

The Tamil Nadu government issued a Government Order on October 29 implementing the quota after the Governor's letter seeking 3-4 weeks received a lot of flak from political leaders and the public since the counselling dates for the medical seats was approaching soon. The Bill was unanimously passed in the Assembly on September 15.
