The Bill proposes to establish a regulatory body for higher education. This body will replace the following existing bodies: University Grants Commission that oversees universities and provides funding. All India Council for Technical Education which regulates technical and engineering education. National Council for Teacher Education who sets standards for teacher education and accreditation.
The Bill proposes the Viksit Bharat Shiksha Adhishthan (the Commission) as the apex regulatory body for higher education, comprising a chairperson and up to 12 members appointed by the President of India. The Commission will include three Councils: Regulatory Council will function as the common regulator for higher education Accreditation Council to oversee the system of accreditation. Standards Council to set academic and governance standards.
Higher education institutions currently require approvals from multiple regulatory bodies and are subject to multiple inspections. This can lead to overlap, duplication of processes, and a more complex regulatory structure. As a result, institutions operate within a fragmented system with multiple layers of oversight.
The Bill was introduced in the Lok Sabha in December 2025. It has been referred to a Joint Parliamentary Committee for review and stakeholder consultation. The Bill is currently under examination and has not yet been passed or implemented.
